The
National Petroleum Products Laboratory of FRIPP,
accredited by the China National Accreditation Board for
Laboratories according to ISO/IEC 17025, has room space of
over 1,600 m2, with more than 120 sets of
analytical devices and facilities. It can analyze 118
items of 22 products of petrol, kerosene, diesel oil, jet
fuel, fuel oil, naphtha, paraffin wax, crystalline wax,
Vaseline, white oil, liquid wax etc.
The
State Testing Center for Wax Quality Supervision,
a state level petroleum wax product testing organization,
is authorized to the FRIPP Petroleum Product Laboratory by
the State Administration of Quality and Technical
Supervision with the task that conducts the supervision,
spot checking, unified checking quality arbitration and
new product evaluation of petroleum wax product set by the
State Administration of Quality and Technical Supervision
and the China Petrochemical Corporation.
The
First Testing Station for Petroleum Products of Liaoning,
authorized to the Petroleum Product Laboratory of FRIPP by
Liaoning Administration of Quality and Technical
Supervision, conducts the sampling and crackdown on shoddy
petroleum goods catering to the service of local
enterprises.
In
October, 1984, the Institute of Environmental Protection
was set up at the FRIPP under the approval of the China
Petrochemical Corporation and was taking the work of
General Environment Monitoring Station in lieu of the
company. It was renamed the SINOPEC Environment Monitoring
Center after reshuffling in August 1998.
For years, The Center has carried
out series of work on the management of petrochemical
environmental monitoring networks, technical support,
environmental statistical technology, the compilation of
pollutant discharge and monitoring standards, and the
training of some personnel at relevant work post. It
brings into full play the function of supervision for
management decision, environmental planning, disposal fee,
environmental index check, and environmental engineering
checking and accepting.
The Center has assumed the task
of drafting the working statute of environmental
monitoring for the China Petrochemical Corporation to
ensure the environment monitoring in construction,
production and operation in the company. The statute was
issued and implemented in January 2000 by the corporation.
Guided by the statute, the environmental monitoring
network of the corporation was set up to guide and
instruct the management and monitoring of the environment
in all the enterprises.
The Center has developed
technically and spread the environmental protection
statistical work for the company. A computerized modern
management network is formed from grassroots enterprises
to the company headquarter, from bottom to top for
accuracy and timelines in transmission and publication of
the information of the environmental protection on the
internet.
The Center has made great
contribution to the interests of the company by presiding
over or participating in national standards compiling. It
bases on the current best practical technology on the
light of strategic idea of timely investment and gradual
increase. Five national standards were completed and many
nonstandard vocational determination methods were also
made. Now The station is making the standards on the
pollutant emission control in petroleum refining industry
and in oil product storage and transportation and sales
business.
The Center has conducted lots of
research work according to the principle of serving the
enterprise and production. Emission has come to the
standard by selecting and optimizing the waste water
treatment in the analysis of the water quality of the
waste water in refining and chemical industry and oil
fields; In the investigation of countermeasures to odor
pollution source, the established sampling, monitoring
method and technical principle and procedure of
investigation provided technical basis for the enterprises
to know systematically the odor pollutant, the main
pollutant and the source of the pollutants; In
environmental site assessment (ESA), study the
distribution of VOC, SVOC by carrying out EPA method and
sampling of VOC, SVOC and petroleum hydrocarbon in soil
and ground water, GC/MS analytical method and QA/QC
program, the result can be used as a basis for analysis,
evaluation and remediation. According to the principle of
GB/T 16488-1996
Water Quality Determination of petroleum oils and animal
and plant oils IR photometry, JK-951multifunctional IR oil
determination instrument was developed, initiated in
China, to determine oil in water by wavelength scanning,
meeting the requirement of execution of law for the
government and business administration with better
economic, environment and social benefits.
Many prizes for science progress
were awarded in standard compiling, analyzing, testing and
instrument preparing from the company.
The Center will earnestly perform
her duty and play an active role in environment
management, pollution control and total disposal control
in accordance with the statute laid down in the working
statute of environmental monitoring of China Petrochemical
Corporation.
